These are questions that have indeed been frequently asked by users of Agresso, rather than questions we would like to be asked about. We intend to update this page regularly based on the questions that we are receiving from all of you - so this is work in progress, hence the blanks that remain.

General questions

What does 'OCS' mean?

OCS stands for 'One Corporate System' - read more about it in 'What is OCS? Why OCS'

What is OCS? Agresso? Unit4? GCON4?

OCS: The 'One Corporate System' project is an initiative of nine CGIAR Centres and the Consortium Office to implement common business systems for managing:
  • Human resources (at ILRI: Peoples' and Organizational Development) and payroll
  • Finance & logistics (travel authorization and expenditure reporting, procure to pay, commitment accounting, inventory, fixed assets management)
  • Research management (Call for Proposal, idea, concept note & proposal development, agreement)
  • Planning (budgeting)
  • Time registration
  • People planner and project planner (to be implemented in 2016)
The OCS project is based on a software platform known as Agresso Business World (ABW), supplied by UNIT4.
OCS will replace many of the current systems in place e.g. Sun System, HR4U etc.

Agresso / Unit4: Agresso is the software we (and 8 other CGIAR centers) chose to set up our own OCS system. It is a program used worldwide in Universities, INGO’s and other mainly project focused organizations. It is produced and sold by the Dutch software company Unit4.

GCON4: Gcon4 is a consultancy company specialized in Agresso OCS implementation that we hired to guide us and facilitate our implementation. Something they already successfully did for another CGIAR center; CIAT.

Why do we need OCS?

  • For more efficiency: use of OCS will not only significantly speed up most of our administrative processes, but also provide more transparency in them, so bottlenecks and problems can be identified and analyzed better and sooner.
  • For better and more accessible management information: with all data in one flexible system, all types of reports can be generated and adapted, often directly by the managers and budget holders themselves.
  • For better quality real time data: Having more efficient and transparent processes and one single system (instead of various separate databases), will help increase the quality and timeliness of our data.
  • For donor compliance: donors request increasingly more detailed reports and evidence, for example time reports. Having both a time registration and a cost allocation module in Agresso, helps us to comply with those requirements and optimize our donor income.
  • For project management: Besides many reports to monitor project time and expenditures, Agresso also offers specific Project Management planning and budgeting tools.

What will it mean for me?

To all staff:
  • Less paper work: travel advances, related reimbursements and other payment requests will all be requested and processed on line. So fewer trips to the finance department and you can see for yourself what the status is of each request.
  • Weekly time registration in OCS will be mandatory for all staff; The timesheets will be easily available and prefilled with previous activities etc, so that you will not have to spent more than 1 or 2 minutes on it each week.
To all supervisors:
  • Weekly or monthly approval of time registration.
To budget holders:
  • You will have direct access to many reports like; budget depletion data, transactions, time spent on your project etc. PMOs will be trained to create and personalize reports to tailor them to project specific requirements etc.
  • Easier and integrated budgeting processes (available after second roll out phase, 2016)
To researchers & Business developers:
  • Pipeline monitoring & Proposal budgeting in OCS (budgeting only after second roll out phase, 2016)

When will it be implemented?

Implementation will be done in various steps, with the aim to have the basic functionality fully up and running by September 2015 and from there continuously evaluate and fine-tune the functionality and introduce the use of new modules in 2016:
  • Already implemented: Basic pipeline registration (of proposals and agreements) in OCS
  • Late March/early April: final building and extensive testing.
  • July 2015: Start time registration for all staff in OCS
  • July/august: Training of all users in various training sessions (repeated at various times so all can participate)
  • August 2015: Live with Book keeping in Nairobi & Addis, including travel module
  • September/October 2015: Live for selected other Country and regional offices
  • Q4 2015 ; first evaluations and continuous fine tuning of existing functionality
  • 2016: big formal evaluation and expanding functionality with the roll out of more modules (budgeting, project management etc.)

Will this actually happen and really work?

YES, IT WILL. We will definitely continue the roll out as close as possible to the above schedule, and it will function as intended and eventually lead to the efficiency and quality gains we envisaged. It is however a process in various steps and it is expected that in the first months we need a period of fine-tuning and people getting used to the system for which we need your feedback and some patience.

Which CGIAR Centres are involved in the OCS project across CGIAR?

A total of nine Centres and the Consortium Office:
Phase 1: All are live, effectively running OCS, albeit in different ways.

  • International Rice Research Centre (IRRI)
  • WorldFish

Phase 2: All these centres have adhered to the principle of a common 'base build' that makes the modules more similar and easier to support as a whole.

Why are we sharing a system with several CGIAR centres?

Sharing OCS will help us collaborate with them and will enable us to better coordinate our efforts in implementing CRPs.

Who is currently involved with OCS at ILRI?

A project manager (Isaac Kihara) working with Joseph Kimani in Nairobi and Bruck Tassew in Addis Ababa. There is also an OCS Steering Committee who meets on a bi-weekly basis to discuss progress with OCS. Five GCON4 consultants are working with us on the technical roll out of OCS. Last but not least, there is a group of key business users (KBUs) and 'process owners' covering various departments. There is also a group of incidental referents for specific inputs. The implementation is being supervised by Misja Brandenburg (CFO).

What will OCS mean for all staff?

Weekly time registration in OCS will be mandatory for all staff; The timesheets will be easily available and prefilled with previous activities etc, so that you will not have to spent more than 1 or 2 minutes on it each week. Travel advances, related reimbursements and other payment requests will all be requested and processes online, meaning less paper work. So fewer trips to the finance department and you can easily check the status of each request.

When will I be involved?

For most of you, your first contact with OCS will be during the first training sessions (on time registration) in early July. Some of you might already be asked to provide ideas and feedback (via KBUs) on reports or master data. But all of you are welcome to share your questions, doubts, ideas or comments via or by directly contacting any of the project team members described above.

Is everyone expected to use OCS?
Most staff will use OCS in one way or another. Almost everyone at ILRI will be using OCS (at least certain modules) at a point or another, although they may only use some modules of OCS depending on their function. Training and support will be offered to help everyone get used to the new processes and systems.

How will I be kept informed about OCS?

From now on we will continue to give a monthly update (first week of the month) to share the progress and challenges and keep you informed about upcoming training sessions and functionality. This wiki is your main point of contact for information regarding OCS, as well as making use of More updates will follow in special meetings, emails, ILRI announcements posts etc.

What will happen to the old systems when we go live?

Data currently being managed from systems that shall be replaced by OCS e.g. SUN System, HR4U etc. will be migrated to the new system. The old systems will no longer be available for use upon the go live date. This 'blackout period' will probably last two to four weeks during which the old systems will not be available. All staff will be informed when that 'blackout period' is expected to take place. The old systems will be available for reference purposes only.

Can we work with OCS offline (e.g. from home)?

No, it has to be real time online.

What is in the pipeline for future developments of OCS?

At this stage, at least three important developments:
  • P&OD: We want to bring in the request for personnel (e.g. recruitment form), for consultancies, absence (how do we deal with leave).
  • People and project planner: this is a project management tool that sits on top of all other OCS modules and allows you to have an overview of all that is taking place in the institute.
  • Mobile developments: extending the system to a mobile app that can be on your phone. The idea is to see if we can do some authorizations from online device or to have common reports with snapshots etc. so it’s available live at any time.

Questions about Peoples' & Organizations' Development


Questions about Research Management

Is it possible to record information about 'upcoming proposals'?
It is not yet an option but this was mentioned at the OCS open days in Addis Ababa in August 2015 and is an issue to contemplate. This would allow us to capture information from insiders before the call is out.

How do research support units (e.g. CKM, CapDev etc.) contribute to proposals
This is an issue that goes beyond Agresso/OCS but deserves clarifications so that these units can clearly provide inputs at proposal development stage.

1. Will we be able to link CN and Proposals to CRPs?
Yes, in Agresso a CN or proposal can be linked to a CRP through the relations tab.

2. CRP reporting requires Gender reporting for W1/2 as well as bilateral projects. Is this requirement captured in OCS?
Not at the moment but this can be built into the system at a later stage.

3. How will we be able to prepare amendments in the system? Cost or No Cost Extensions?
The system allows one to make various requests including cost or no cost extensions for Agreements. The request will require approvals through the workflow.

4. Show us the type of reports OCS will generate and how will we view them?
For the RM module, at the moment, various financial and non-financial reports can be generated or viewed depending on the user rights for a specific user.

5. Will the system be able to provide other reports other than financial reports? E.g. Technical reportsYes, the system can generate other reports e.g. number of proposals per program, country, region, etc.
Donor reporting templates will be available in the document archive of OCS but currently there is no option for pre-populating the reports with information from the system; due to the variation in donor reporting templates and the complexity of text to enter which requires the intelligence of a human scientist brain.

6. Is it possible to charge ones time spent on developing Concept Notes and Proposals to the Code created when filling in timesheets?
Not at the moment. Currently, one can charge 40 hours a week only to the existing agreements. Anything else falls under ‘no charge time’.

7. Will I work on my proposal on or offline?
The initial formative stages of a proposal will be done offline but will be created in the system with the status ‘under development’. Once the details have been firmed up and agreed upon, the proposal details will be updated in the system and the workflow for requisite reviews and approvals will be triggered.

8. When do I contact the “PMO” to enter my CN in the system?
Immediately you start working on the CN and have the required details e.g. budget amount, duration, period from, period to, submission deadline, etc. The CN will be created in the system with the status ‘under development’.

9. Will my concept note status remain open in the system even after the donor has rejected?
Once a concept note has been rejected, the status will need to be reflected in the system as ‘rejected by donor’. The PI will need to share the information with the PMO or the person responsible for reflecting this status in OCS.
10.Will I be able to search for other people’s ideas on the system? If yes how does the system protect the ideas from the risk of others “stealing” them? Will there be controls in place?
Yes, through the key business users (KBU), you can request for the ideas that have been created/archived in the system. As regards inbuilt access controls, this is an area that is still under development to ensure that the idea owner will be notified when one needs to use their idea(s).
11.Will the system capture and help with monitoring the deliverables?
Yes but only if the deliverables are correctly created in the system with timelines very well specified. It is garbage in garbage out (GIGO).
12.Will OCS link with the Performance Appraisal system?
Not at the moment but this is an area that can be incorporated later.
13.Is there a check for due diligence in the system and provision to attach the report?
Not at the moment but this is being created.
14.Will I be able to see the list of people that the call for proposals goes out to?
This depends on your user rights. Some people will see while others will not depending on one’s user rights.

Questions about finance and accounting

(How) will we replace paperwork with OCS?
A lot of requests (requests for payments, advance payments, travel authorizations etc.) will be filled online. Paper can be expected to be reduced by half but we cannot achieve an entirely paperless office.

Are fixed assets entered automatically in the register?

Are partial payments supported in OCS?
Yes, and advance payments too. Payments will only be for the amount agreed.

How to process payments that are modified in the process (e.g. booking of conference venue hostels etc.)?
You can and should raise another order in the system then.

How do we deal with requests coming from outside ILRI/CGIAR?
This is currently not captured in the system. It’s an external income and it’s captured in the financial audit but will be done on paper. Internal orders are all done online but not external ones.

How does the system deal with airport transfers?
Airport transfers are part of travel requests and we can include them as an expense e.g. tickets, airport transfers etc. on the travel module. When you fill the travel request you can select the kind of expenses you have and based on that it can be recharged.

Are transport booking issues included for now?
This will be done in phase 2 (2016).

Does OCS work for foreign purchase?
It works for local and international purchase.

Questions about logistics

Can anyone use procurement/payment?
Anyone can raise a requisition. The requisition number is issued and the requisitioner receives an email mentioning they need approval. Once approved, with the product code it goes to supply chain provider. The supplier accepts the price and the buyer goes on; then the system uploads all acceptance documents etc. Once we raise a purchase order we get a PDF version of the purchase order which goes to the supplier and once the latter brings the item to store (referring to the same PO number), stores receive the item and the same notification goes to requisitioner. The requisitioner then has to approve receipt of the item. The same process will apply to stores for stock items.

For CapEx projects, do we need to scan/attach documents?
Only the main documents. Below a certain size, the proforma will be loaded online but all other documents will be filed on paper.

If we want to buy special items that are not in the system, can we create them or ask someone to do it and are items searchable.
So far 13 people are authorized to create items in the system.
It is possible to search items from the product code or description (by clicking the ‘more information’ blue button).

Will the bid committee approve online?
Currently not. Only budget holders are working online. The authorization matrix is not yet implemented online. Once supervisors approve/reject, the request goes to supply chain (through ‘bare acceptance’ process) and will approve price against available quotation etc. and then the buyer raises a purchase order from the system. The system will send a PDF to the buyer.

Does OCS distinguish between furnitures and supplies?
No. And any requisition is captured as a soft commitment but after a purchase order it becomes a hard commitment.

Will data about my project budget be private or will it be accessible to others?
Data will be only available to those who are authorized to view them.

Why do I need to complete timesheets?
  • Donor compliance - more and more donors require ILRI to have a system in that can facilitate invoicing of staff costs to them. Use of timesheets will allow ILRI to optimize income and get fully paid for more (part time) staff involvement in projects. (TIME= MONEY!)
  • Management Information - Time data can be used by our staff and managers to monitor where and how time is spent and if it is in line with what was planned, the output of which can be analyzed to inform decision making and to efficiently utilize human resources.

Will my OCS login credentials be linked to my ILRI outlook login credentials?
YES! Your Username and Password will soon be the same as those you use for your Email and other ‘ILRI’ software.

Are we going to record our time from morning to evening, the working hours?
What is acknowledged in the system is 40 hours per week, that is what P&OD accredited. But there is flexibility in the system. You can sum up your weekly hours and enter them into the system even if you didn’t do it on a daily basis. Anyone can document their timesheet in a daily basis. You can document you work in daily basis and save it as a draft but it should be sent to supervisor in a weekly basis.
One thing you have to be sure is that the sum be 40 hours per week. ‘Normal charge time’ is the time you spent on your planned projects to charge. If you work extra hours they will be place under ‘no charge time’.

Is Saturday and Sunday incorporated in the system, how do we fill in to the system? What about public holidays?
Yes, There are some people who are working on Sunday and Saturday. Some days might be compensated on Saturday and Sunday the system is flexible for this. Public holiday is also included in the timesheet but we have to check the holidays for different regions e.g. holidays in Ethiopia and Kenya are different. We have to be clear on defining this.

What is the difference between ‘Normal charge time’ and ‘No charge time’?
The module has two categories, the ‘Normal Charge time’ and ‘No charge time’. We have 40 working hours per week. The activities planned on our projects will be filled into ‘Normal Charge time’, but if we have extra hours used for other activities which were not planned as part of our projects, we will put it under ‘No charge time’. Under the ‘normal charge time’ you will get all the planned activities of the institute or the activities you are mapped to.

When I fill in the timesheet, do I get all the budget codes associated with my work?
Yes you can, if it is approved by your supervisor. All the approved budget codes could be found in the system.

How do we charge our time in coffee morning and event?
For now we have only one category, for future we will consider your feedback.

What about people who have joint appointment e.g. 50% for ILRI and 50% for IWMI, is there a place where we indicate that?
A: Yes, in Agresso system, we acknowledge our partnership with other center. We have allowed the CG center to be clear to populate their agreement. We have a holistic approach. The project has to be created in the system and time allocation should be also allocated.
For work spent for other centers, there is an element that we call internal trading, where we sell our time to external partners. You charge your project first and then you can invoice the other centers.

Who is responsible to adding projects in the system?
Right now PMOs are adding the projects and activities.

Is travel authorization also in the system? Who is filling the data, is it individuals or admin assistants?
Yes, travel authorization will be online on the system. To have a smooth transition, for the moment we want admin assistants to fill in the data but in the future individuals will be responsible for it.

Where do I see the travel authorization in system when people ask the visa request?
We have different reporting module, one of which is to show report on authorized travel. All the approved travels will be in the system, when you search for individual name automatically you will get the result.

Is the same person who approved the leave approving the timesheet?
Yes, your supervisor is approving the timesheet. This is a standard audit requirement, to confirm that employee did what they committed to, and to show that managers are in control and to confirm that they know what their staff are doing.

What happens when I go on holiday/leave? Should we also fill leave in the timesheet?

Data Completeness is essential, so it is important that before you go on holiday, you already register that in OCS by pre-filling and submitting all timesheets for your entire holiday period. In case you are a supervisor, you will need to either connect to OCS each week during your holiday to approve time of your staff, OR you can ‘proxy’ someone to do approvals for you during that period. To do this, contact the time-coordinator, he can set it up for you. Whatever you do, do NOT leave for holidays without having these matters organized!

Is OCS linked to HR4U or should I continue using OCS to apply for my leave/holiday?

The current HR4U system will still remain as the only tool for leave management at ILRI, therefore you will continue to use HR4U to request and approve leave. We will however regularly be compare OCS with HR4U data and analyze any discrepancies to assure good quality data. So it is important you properly fill timesheets with precise absence data too, reflecting what is already in HR4U. We are working on an interface to prefill timesheets with HR4U data to facilitate, but in any case it will be your responsibility to ensure the data you enter onto both systems is correct.

How do I account for compensatory leave? Or how does the system take into consideration ILRI’s policy on flexible working?

There are specific activities to register regular and extra-ordinary leave to, but NOT for compensatory leave. This should NOT be registered; if your supervisor agrees that you stay home a day to compensate for overtime on previous days or weekend, just fill it as it happened: leave the day you stayed at home empty and fill more time on other days and weekend. Just be pragmatic to ensure the minimum of 40 Hours are registered each week.

If someone is on a long leave, does the system recognize his/her absence?
Leave is part of the absence process. We have that category, you can fill the leave in the timesheet categorized under the ‘normal form’. Currently we have HR4u and it will continue in existence, to managing our leave. Once your leave application is in HR4U, you will come and fill in the timesheet. This is a temporary solution and in the future whatever is approved in HR4U will come to the system automatically synchronised and pre-filled in Agresso (OCS).

While on leave, if I happen to come for an hour, does the system allow to record my time?
Yes, you can document hourly basis, the system calculates 40 hours per week.

How do I claim my overtime in OCS?
You do NOT. You can and should register overhead time under “additional time”, but in order to get paid for it, you still need to follow the existing procedures: Have a contract that allows it (grade 2B and below), have prior authorization of your supervisor and request for it.

If your supervisor rejects the timesheet, how is it coming back: will it come back blank?
whenever somebody fills in the timesheet, it will appear to the supervisor to be approved, with a period on it. If s/he rejects it, it will come to you with all the entries plus with the comment he wrote of his reason to reject.

What happens if I forget to submit my timesheets?

Timely completion of timesheets is essential! Without it, the finance department can’t book your salary costs and consequently not close the period. This means that the entire organization will be confronted with delays in their management information. The OCS timesheets system is meant to facilitate this and allowing you to receive an automatic Email message on Monday afternoon to remind you to submit. By Wednesday you will receive another reminder, copied to your supervisor. If by the end of the week you still have not registered, the time coordinator will contact your supervisor to arrange that an estimate of time will be registered for you. It will then be up to you to correct it, if needed. If you miss the time deadlines frequently, it will probably lead to an official warning and/or will have consequences at your next performance evaluation.

How to make corrections to timesheets that were already submitted?

If you saved as a draft, you can always change, but as soon as you submit it to your supervisor, it’s not possible to make further changes/corrections. The only way would be to request your supervisor to reject the timesheet, so that it is returned to you for corrections. If the supervisor already approved your submitted time sheet, there is no possibility anymore to make any correction. The only way to deal with it then, will be to balance the errors in following weeks’ time sheet(s) submission.

Can timesheets be completed and submitted on a daily basis instead of weekly?

YES – You can save a draft at any time and continue to register later. For example: you can register time at the end of each day, save it as draft, and then submit the entire sheet on Friday.

Can I complete and submit timesheets in advance/enter hours that I plan to work in the future? E.g. when I plan to go on holidays?

YES! It is possible to pre-fill and submit time sheets of weeks in the future. However this should only be done in case of holidays or other long term absences (otherwise auditors will get suspicious, since the systems should only reflect ACTUAL time worked

How do I enter time in Hours or minutes?

For now, you can only enter time in FULL hours, but we are working on the possibility to register per minutes (1 decimal hour) in case users give the feedback this is their preference

What is an activity in OCS?

Activities are the epicenter in our book keeping, used to book all costs and register time.

There are 3 types of activities:

  1. Research ACTIVITY is an (donor) agreement or part of an agreement that had to be split for managerial or reporting reasons = for research & project staff = normally directly paid for by donors.
  2. Support ACTIVITY = a support unit or part thereof. Mainly for support & directorate staff, normally paid from ILRI’s overheads.
  3. Absence ACTIVITY = annual leave, sick leave, extraordinary leave. = For ALL staff (only for time booking, not costs)

What happens when my activities change or I get new activities from new projects?

Upon request, the Time Coordinator can add activities to your drop down list; however he can only do so after a written approval from the budget holder of that activity. He/she will also need to have an indication of the planned hours for that year. Once he has this information, it will only take minutes to add the activity to the system.

How do I account for Non project related activities e.g. when I spend time writing proposals, attending IMC and other institutional meetings, attending training etc.?

Only specific (IMC) managers are planned to register time to some ‘general’ support activities like meetings, representation and recourse mobilization. Regular researchers are normally not; they have to divide their ‘regular’ time only over research activities: Remember that registering regular time to a support activity means that the cost will have to be borne from our overheads. We want to minimize that as much as possible. Therefore always spread out these kinds of general things over your allotted activities.


A person who works full time 100% for a single project/donor also will have to sit in meetings, attend trainings, recruitment interviews etc and normally also gets 100% of the salary costs refunded by the project. Therefore a similar situation can be applied across various projects.

Alternatively you can register any general activities under the “additional time” category, after completing 40 hours of ‘regular time’.

Are the new OCS activities replacing what was previously referred to as T4 charge code?

YES! Once OCS goes live, T4 codes will no longer be used. To book costs or time, you will require an activity code instead.

Who do I contact if there is a discrepancy/error on activities assigned to me?

Does the OCS timesheet registration function allow flexibility in the number of hours worked per week e.g. can I enter 40 hours on week 1 and 60 hours week 2?

‘Regular time’ mandatory requirement for everyone is 40 per week;

.The ‘additional time’ category has no standard or limits and allows flexibility as required.

Is it possible to insert comments/notes for my supervisor’s attention before I submit my timesheets?

In this current phase, this is NOT possible. In phase 2 we can look into such possibilities, in case many users give the feedback this is a preference.

Can I nominate my assistant or a proxy to register my time on my behalf?

NO, this is normally not possible for compliance reasons (auditors won’t like it), but for incidental and exceptional circumstances, please contact the time coordinator.

Can I access OCS timesheet registration weblink remotely?

YES, you can access the link from anywhere on a computer; tablets or smartphones.

Am I still able to register my timesheets on OCS if I don’t have internet connectivity?

NO, it is a website, so without internet you can’t do anything; with bad connectivity it is recommended to often use the SAVE button, not to lose data when connection is interrupted.

What is my incentive to complete timesheets? Will I still be paid if I don’t complete timesheets?

Filling time sheets is an essential and basic requirement, like coming to work in time, complying with code of conduct etc. In that perspective you could receive an official warning and/or bad performance evaluation from your supervisor if you don’t complete the sheets on time.

How does OCS timesheets registration and activities integrate with ILRI’s performance management? E.g. are the activities linked to my KRAs?

Depends on how your KRA’s are determined and what your activities are. But the possibility exists.

Will OCS be linked to my outlook calendar?

NO it will not. This is technically not possible (yet)

What functions will be available in phase 2 OCS?

In phase 2 of OCS (2016) extra HR modules will be added and we will look into integrating (proposal and internal) budgeting and some project management functions.
